I'm contemplating embarking on an upgrade from version 9.2 to 9.3 - have browsed over the readme file for 9.3.0.3 - there's a couple of new features that look interesting. I'm interested in the experiences of others who have upgraded to 9.3 - was it worth it, what features (if any) would justify the upgrade, any installation hassles to be aware of, general lessons learned?

I'm considering this step myself, so I'd be interested in people's experiences too.
One thing which makes me reluctant is the fact that 'F1' in 9.3 no longer opens the DOORS user manual (doors.chm) but connects with IBM's internet support page.
While on the one hand we do not want our users to go to IBM directly with their questions or even support issues, on the other hand this is quite annoying, because for german users with a german Windows version this support page is displayed in german.
So far I haven't tried, but I sure hope that it will be possible to direct back to the former doors.chm file.

That's disappointing and somewhat bemusing as to why IBM have done that, internet on-line help access is no where near as fast as accessing a local copy.

Well, the new RPE Light export functionality is quite good. The new Eclipse based DOORS Help is slow, but has some extra functionality. If you do not need the new RPE export, smart card authentication or OSLC integration to Change, then this update is not important. 9.3 has also multiple languages available in the client.
DOORS software quality is one issue though - the latest 9.3.0.3 patch seems to be OK (except maybe a bug in the Copy Objects tool) but in the different releases the developers seems to be in the habit of breaking things which have been working.

Our company has been testing going to DOORS v9.3.0.3 since last Fall 2010 release by updating from DOORS v9.1.0.3 and have run into a bad bug with .emf pictures become invisible when exported from DOORS v9.3.0.3 via the export->Microsoft Word 2007. .wmf pictures and .emf pictures work fine from DOORS v9.1.0.3 with the MS Office 2007 riched20.dll, however comma, the developers have changed how the export is accomplished in v9.2.x thru v9.3.0.3 and now we are waiting for IBM Rational DOORS to provide a fix in a DOORS v9.3.0.4? patch before we can jump out of v9.1.
REASON: we have several projects with multi-year life spans that presently contain numerous modules with .emf 32 bit enhanced metafile pictures which would require significant effort to go back through 50 gig plus of DOORS projects to change and ensure correct pictures of .wmf 16 bit windows metafile pictures or similar quality.
.emf pictures contain favorable behavior of picture quality when being resized and not distorting images such as are required in good document presentations for user manuals etc.
Our other main interest is DOORS v9.3.x is advertised as Windows 7 Ready, and we would like to be in DOORS v9.3.x prior to our IT Dept. rolling Windows 7 to the desktops and servers etc.
